Where you outside of the EU, as that is the limit for roaming outside of the EU. 

Before travelling you should always check the roaming costs, and it is your responsibility to do so.

why dont you expand on the breakdown of those costs? Roaming? Premium text?  If the £200 was inline with the contract rates not sure how you can be disgusted.  If O2 just shoved a £200 one off charge on your bill then I would agree with you.
