At last it would seem that action is being taken and the threshold is being reduced when the company can be fined. New legislation could be in place by June 2015

Until now it has not been possible to obtain a successful prosecution unless "substantial harm or substantial distress" has been caused.

The proposal is to reduce the threshold to causing "annoyance, inconvenience or anxiety"

This link allows a complaint to be registered for all marketing nuisance communications :

I don't get them on my mobile, but I do on my landline. Unfortunately, most of the nuisance calls I get originate from outside the UK, and will probably be unaffected by any new legislation.

I DO NOT WORK FOR O2

They probably originate in the UK but are "programmed" to mimic a foreign based call.

Just as the true phone number can be changed to show something completely different on your caller display.
