I have just been told this " 02 cannot unlock iphones as from 27th June , try in seven days time ?"

is this correct?

That number is the generic messaging centre number from overseas. There is no way there should be a charge if no SMS has been sent.

Yes quite so any message sent to family or friends will only show that number on the bill. Silly really as you can't reconcile your bill unless you cross reference your message log with the dates and times.
