my iphone is busted the top half of the screen doesnt work and unfortunately i havent got any insurance. im not sure if o2 do this but when i was with ee i could pay an amount to get a new one sent to me can i do this with o2?

O2 don't do that.

You'll need to get it repaired or buy a new one.

Have a look at your upgrade options in My O2

If the phone is still under warranty check the manufacturers website for repair
