I am an existing O2 customer, but i wish to set up an additional rolling contract for an elderly relative. It won't let me!!

Looks like you should contact the sales team as they can help with that – message them on Social Media if that works best for you -on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG)
Or you can call them on 0800 081 0255 or pop into your local O2 store

An alternative to the advice given by @MI5 would be to pop into an O2 retail store in your vicinity :-

Store locator | O2 UK | Find Your Nearest O2 Store

I suggest that you try to go off-peak rather than on a busy Saturday afternoon !
