Hi, I'm a Tesco mobile customer which uses a O2 network. Since last week's wind out broadband signal is very poor and cuts out. I looks like it's a local mast issue is it's more than one device. Can this be reported in any way?

You need to report to Tesco Mobile, and let them feed it back to o2..
In the mean time you can check here https://status.o2.co.uk
