Solved: Floating Topics

When one invokes the "Float this topic to the top" does that apply only to one's own device or does it bring the topic to the top of the list for all viewers?

Do you often deal with the floaters in the office @Toby?
As I understand it, getting them to stick can prove quite difficult.
