I want to buy an Apple Watch for my wife as a present from my o2 account. She has an o2 account also, will she be able to pair to her phone?

If you buy on your account it will be linked to your phone and your wife will not be able to use it unless you pay for it fully.

If you buy GPS only model that can be paid with any iPhone maybe have restrictions if you buy gps+cellular model (but to be honest personally I would say that cellular not worth the extra).
