Please help with super annoying issue

Hi please help... My son has an iPhone 5s and for some time now whenever anyone phones him the first time you phone it goes automatically to voice mail. The second time it rings. I have never had this issue with my android. However last week I moved onto an iPhone too( 6plus.) and low and behold the same is now happening to me! Just to clarify a few points so I don't waste anyone's time. We have full service full bars. Neither of us have the do not disturb enabled. We both have our phones set on silent.
The first time automatically to voicemail the second time it rings. Please help!!!!

I would have said do not disturb is enabled but as you have ruled that out and it's happening to both phones in the same location, it must be a network issue.

Make sure all diverts are cancelled by dialling ##002#

Yep done that and it all looks fine. This isn't a recent issue as I said my son with his 5s has has this for a while. However as I have just moved from my android to iphone (same network) this has now happened to me. Interestingly my husband who has an iPhone 5s too but with EE does not suffer from the issues me and my son do. Texts work fine and we have good signal and calls the second time phoned come through fine and clear. Just randomly first calls.

No not crescent. It Is definitely set to off the do not disturb
