One of the requirements is "Compatible SIM Card required to access mobile network."
As long as you can get an O2 data connection it should work OK.

I have a GIffGaff sim in mine and it works fine. Reason for using a GiffGaff you ask? Well I got £20 reward just as joined O2 so I keep it in the Vita for, emergencies.

As it only requires a data connection, yes...

Some of the first vital were locked to Vodafone as part of a deal with Sony but everything past the first batches are unlocked.
The sim and plan you need are a combi sim and data plan for tablets as you'll get far more data for your money.
