No, your allowances are for use in the UK only. You can use TuGo free over wifi but you can check international costs here: http://www.o2.co.uk/support/internationalandtravel

Turn off voicemail (1760) before you leave the UK too.

Data too should be off unless you need it and use wi-fi for data.
