New Message Sign in problem?

I'm not sure if this has always been the case, but I don't think its correct...

When I am not signed in but want to create a new community post, when I press the "New Message" button I am sure I used to be taken to the sign in page. However I have found today that I now get this message:

Apologies if it has always been like this or has been reported previously

Edit: Just to add that when I'm not signed in but press the "reply" button on a thread, I am taken to the sign in page.

It is new @Anonymous It happened to me using my phone on Saturday...(I just thought it was a glitch)
