My wife called into an O2 shop and carried out a SIM swap. This has now resolved the SMS text issue and she can send text messages to android devices. Thanks to everyone for your assistance. David 

Yes hopefully O2 customer support can resolve it without a tennis match between O2 and Apple blaming each other 

I too think it’s an account problem but the guy in the O2 shop said it might be iTunes related. I don’t think it’s that as the problem transfers when the SIM is put into a different iPhone and an android phone. Neither will send SMS
