cannot respond to a text from a mobile number

when a certain mobile sends a SMS message to me and I reply, my message just hangs with the "spinning  wheel" and then just times out but only to this one mobile number?

does that indicate O2 has data fill issues with this mobile number?

It could be a network or a sim issue.

Best way to get a new sim is to go Instore with ID and hopefully they will swap everything over for you.

Can you send a new sms to that number, ie not by replying to one received?

If not, it could indicate that they have accidentally blocked your number or marked it as spam, so get them to check their phone settings.

Hi thanks for the reply I can send a new message to this mobile, but cannot respond to their initial txt so it must be network/data fill issue

if it allows you to create a new text message and send the message, then it isnt the network, it is something either on the phone or on the recipients network that is stopping the message been sent on, and is usually down to corruption in the message...

Ask the recipient to delete the message thread from their phone and try again.

They could also clear cache and data from their message app.
