My new phone won't send pictures,contacted support,they removed a spend cap on my account and said it will now work but still not.

If you want to send pictures, download WhatsApp or Facebook Messenger. You can send pictures over WiFi to anyone who also has those apps for free.

Are you talking of MMS messages? They are 65p a pop if I remember

Need to check if MMS is on via your phone and your APN settings are correct

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
