Turning it off helps reconnect your phone to the network and the local mast...
o2 dont guarantee 100% uptime, which you would know if you read your T&C's before signing up...
Check here for service issues https://status.o2.co.uk
Check these guide Guide: How can I sort out my network issues? Guide: Is the network down for me or everyone?
o2 wont ring you if you dont pay your bill, you will get autodialled and texts and then they will cut you off, add charges on, then destroy your credit rating, and send in the Debt collectors and then take you to court....

What are you trying to do exactly?

If for something else, you need O2.
If you message O2 on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) , they should be able to help you with this.
