Hi there, currently in Brussels, data roaming won’t work? 
data roaming is on and got a text from 02 to confirm we were initially in France, but won’t allow access to browse?

If you have an iPhone change your data apn to "mobile.o2.co.uk"

Otherwise, check with O2 for roaming bars or manually search for a different network.
