Just upgraded to a new phone. Wi-Fi works fine, but 4G and cellular are not working at all. In settings it says SIM not provisioned.
in addition to this Bluetooth isn’t working, so I don’t know if this is hardware, software or both

You need to do a sim swap from your old sim if this is an upgrade

If it's a replacement for a lost/stolen device. O2 will need to remove the restriction
