Intermittent voicemail

I’ve  got an intermittent voicemail problem: sometimes calls go straight to voicemail without any ringing and other times it will ring before going to voicemail.  

This happens with phone at desk in same place.

Is something blocking the cell signal to your phone when it is on your desk, say a monitor or a desk phone? That would make the network send an incoming call straight to voicemail if the handset was inaccessible, off network, when the call comes in, @Emtee.
