Does leaving a voicemail when a person does not answer show up on an itemised bill as a call please?

Yes, any answered calls show on your bill (voicemail counts as answering).

For the person making the call @Elpee or receiving?

For the person making the call, yes it would appear as the call is connected (even if only to voicemail).

If the person receiving the call is abroad then it would also show on their bill as voicemail is chargeable.
