My brother who is with O2 has a terrible time using his mobile in his house outside its not that bad (about 2 bars on the phone) but inside its crap (1 bar or nothing), how can we get him one of these BOOST BOXES that I have seen on the O2 site

The boost boxes are for business customers only. Your brother should think about changing network if the signal is so bad. A few guides to check Guide: Do you have poor coverage / signal Indoors? This may help Explain / resolve it  and Guide: How can I sort out my network issues?

Boostboxes were only available to O2 Business customers, under certain conditions, @johnG4RCG.

If there is good WiFi and broadband at the house, you could look at using WiFi calling, if the handset supports it https://www.o2.co.uk/connectivity/wifi-and-4g-calling

And I'd recommend your brother set up the O2 My Network app so O2 get reports of poor signal quality in that area: https://www.o2.co.uk/apps/my-network
