Just use your phone as normal in EU and stay within your allowances.

Guide: Roaming MegaGuide 

If you did not buy your contract directly from O2 you may need to call customer service on 202 to enable roaming.

Finally, if you have an iPhone you need to have the iData bolt on enabled for data to work. As a temp measure if not working, change your data apn to "mobile.o2.co.uk"
