When did O2 stop allowing users to continue having mobile internet at a throttled speed after using up their data allowance?

And it is not a change to the t&C just the way o2 impliment the existing T&C as i explained here http://community.o2.co.uk/t5/Pay-Monthly-and-Pay-Go/O2-Change-Pay-monthly-over-data-allowance-policy...

Either use WiFi where available or buy a bolt on are your choices now o2's stance has changed.
