I have 5gb data left on my contract until 1 dec but phone wont allow me to access internet when not in wifi....

1 - Check your postcode for network issues O2 Service Status 

2 - Reboot phone.

Low data mode is an iPhone feature that restricts background apps to conserve data, but it should not effect normal browsing.
It can be turned on and off in Settings >Mobile data
