I currently live in Dubai and I am unable to resolve this issue that has been going on since August.
I am extremely disappointed and fustrated with this service.
I have a pay monthly SIM card which I cancelled on the 16th . I then purchased a pay and go SIM card
I have called on multiple occasions when I was home in December  and I have repeatedly asked for my old number to be transferred onto my pay and go SIM card. Each time I’ve been told it will be done within 24hours and it has still not be done. I am receiving bills and debt collector letters for my pay monthly SIM card. Which I cancelled in August. I had tried on so many occasions to resolve this. Your international number does not work. When I log into o2 it keeps sending verification codes to my number which I can’t access as I live in Dubai. I currently have the pay and go sim in my phone and I want to keep my old number as it is linked to my WhatsApp accounts.I will not be home until July and this needs resolved.
I cannot express how frustrating this process is and I simply do not understand how you cannot transfer one 02 number into another 02 SIM card.
