Tethering in EU

Now the new regulations have come into play within the EU, can I tether via my iPhone to use as a personal hotspot within my allowance whilst travelling by train through France, Belgium and Germany or will I incur extra charges?

Yes you can tether but only use your normal uk data allowance.
