So does anyone know why the signal is not good in Wales and why o2 have not bault out texting in the WiFi calling?

SMS over WiFi was being trialled earlier in the year, phone model dependent, @Luke30 - https://community.o2.co.uk/t5/Welcome-News/SMS-over-Wifi-Calling/td-p/1526303

As for the O2 4G signal where you are in Wales, all I can suggest is to use the My Network app, register and set up the app so it monitors the postcode where you are staying, and keep alerting O2 via Social Media about the poor signal now and then:

Enjoy your (quiet!) holiday 👍

Wales can be patchy on all networks. I'm in Norh Wales right now. I have a dual SIM phone and here O2 is great and Vodafone is struggling. I could go down the road and the reverse could be true.

Sometimes, if 4G struggles switching down to 3G brings improvements

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
