phone has been stolen - still got 2 years left, i cant afford to pay for a new phone outright. is it possible to cancel the airtime bill but continue with the device plan for 2 years and then on top of this take out another monthly contract and insurance? what are my options

You can't just cancel airtime, you must pay off the phone first
Check home and banking to see if they cover your phone insurance
You might think about buying a cheap mobile to use your sim in

i forgot to mention i dont have insurance - so my options are really limited and tied down to a 2 year contract 😞 but i ovbiously need a new phone so ideally would like another contract

You can't i am afraid, as the 2 are interlinked so if you cancel the airtime, it will also cancel the phone device plan, and then all charges are due for the handset.
I would suggest looking at your household contents or bank insurance and see if you are covered, if not have a look at CEX or Music Magpie or Handtec for a second hand phone.. Music Magpie do rentals now aday.

@holfitz You must also report the phone as stolen asap if you haven't done so already: Lost or Stolen O2 Device
