who can I speak to about O2 consistently (despite having contacted them numerous times over the summer and having refunds) overcharging me?

In what way are o2 overcharging you? 
Taking more than your bill says, or that the bill has things on it you didn't want/use @TrayB123 ?

Once you can see what the charges are for, it might be there are premium messages that you didn't sign up to. Follow this guide to get those removed/refunded.
