As we are all customers like yourself, we'd have no idea what's happening. Your best bet is to contact Customer Services http://www.o2.co.uk/contactus asking them to clarify the situation.
Personally I would avoid live chat and speak to Customer Services who should know what's going on. O2 may have been inundated with pre-orders for the Note 9 over and above what Samsung have allocated.
