Google play declining payment via o2

Have a £200 spend cap and registered sim with google so I can make purchases but keeps declining my purchase attempts saying I'm out of funds yet I've spent 0 on anything currently. What's going on???????

I've paid my bill of £24.56 and says service will be back on in 10 mins that was a 2.34am, checked my o2 and it's says I haven't paid it but I have a text with a refrence number saying I have, plus my internet banking says I have as well.
