How is it possible for some ****** to go into my account within O2 and change my address, send a new phone to that address and charge me for it????

Lots of scams going around that you may have fallen for, such as your bill can't be taken, sign in here etc 

I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

Ring O2 and report it to Fraud.

Numerous numbers here (although 202 should give you an option to report fraud)

If fraud isn't an option, try the one ending in 4005.
