Europe data tethering

While travelling Europe last summer I attempted to use my phone for navigation and research and found it incredibly unreliable, often allowing a few minutes of slow usage before completely failing to connect to the internet.

 

I've got roaming data bolt on enabled and tried every obvious self fix.

 

I'm going away for a few months this time and want to ensure I've got data available. Also available to my laptop. I've tried the online chat but it seems to be unavailable.

 

What options have I got for european data tethering from my Pay monthy iPhone 6 on my existing o2 contract.

If the data limitations are genuinely this strict (making it totally useless). I'll just get a pay monthly 4g dongle from another supplier with greater support.

You'll need another sim preferably from a local supplier or remove the travel bolt on and pay standard rates for data.
