Direct Debit of £29.32 paid on 04/09/2023, but when checking my account it seems another is due on 19/09/2023. Can you explain please?

You should remove your personal details as the forum is public.

WRT your payments, your bill is produced 2 weeks before payment is taken, so you will always see the payment date 2 weeks after the bill is generated.
