I am in Spain but cannot seem to connect to local networks using my pay monthly’s broadband sim In my iPad minis 4th gen?

Sounds like you dont have roaming activated on the account, if you go through webchat or can use a phone to call customer services they should be able to activate if for you

O2 MBB sims only work in the UK, sorry.
