Bolt on and Spend Cap

I wasn't sure which Board to post on so please excuse me if I've got it wrong.... I'm old and not techie. 

I have a Sim Only Account and have included for a couple of years a £3 monthly Bolt On to cover international calls.  This was done for emergencies and I only used it a couple of days ago when I rang the US.   I checked my account and see the additional charge for my next bill for £1.64 which would be about right.  (I don't know how the charge to the US is calculated when using the Bolt on).

However I noticed my Spend Cap is £5 with a balance of £3.36 left.  Can you explain to me how the Spend Cap works.  Is this a Spend Cap of £5 per month. i.e.  When the following billing month starts a new £5 Spend Cap starts.

Or does the £5 Spend Cap roll until it is reached regardless of how long it takes.

The spend cap is a monthly spend cap so therefore is renewed each billing date
