I've got a message from 02 saying that I've ran out of data but on the 02 website it says I have 15 gb left, how does this make sense ?

4G is the technology used by o2 to provide service, and has nothing to do with data use.

If you message O2 on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) , they should be able to help you with the data usage.
