02 PAC Request issue

I was a SIM only business customer for around 6 years and two weeks ago I decided to go ahead and close my business down for personal reasons.   It was time to review my mobile SIM package and consider shopping around.    I phoned 02 to ask for my PAC Code.  I was forwarded to the relevant department and immedately the call centre representative started to discuss discounts he could offer me.    I immedatly asked for my PAC code and then said i could discuss discounts and future options.

 

The caller replyed 'I can't discuss discounts and give you the PAC code; it's one or the other'.    

 

I was so suprised and dissapointed that I demanded to get my PAC code and said that I would not stay with 02 and switch to a personal sim contract under any circumstances.   I informed him that I can get very good deals as a new customer of a different mobile company.   I moved to BT mobile and my porting is progressed to keep my number.

 

I am absolutely dissapointed that 02 tactic of withholding my PAC number as a tool for negotiations in any future contract.    

 

Good news for consumers though.  Soon new regulatory measures coming through requiring mobile phone companies to supply our PAC codes without hinderance or questions.

We have suggested on many occasions that a PAC should be available through the customers MyO2, maybe this will happen with the enforced rule changes, but as I understand it, the new system will be a text request system.
Anyway, we have a guide here and as far as I know, a PAC cannot be denied under any circumstances?
