how do i change from pay as you go to monthly prepaid?

You have to call customer service as they need to do credit checks and change your billing platform

If your credit rating is on the poor side O2 may first offer you a sim only deal from which you can upgrade after 3 month to a contract with a phone on a Refresh deal as long as three months bills have been paid in full and on time. Setting up a direct debit is usually obligatory.
