I'm pretty sure my PAYG data isn't rolling over each month, but I'm not sure how to check this - is there a way to check my previous balances of data before the monthly renewal?

There is a cap on roll over data.

No easy way unless you kept a record of usage yourself. Check what My O2 for PAYG tells you Guide: My O2 Pay & Go 

You probably need to contact O2 on 4445 or via social media....
