Can you still activate a pay as you go sim if it has expired?

If by expired you mean a sim that has gone past it's activation date, then no.

If, however, it's been activated but disabled through lack of use, you mat be able to get it activated by contacting O2.

Looks like you should contact customer service as they can help with that – message them on Social Media if that works best for you -on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) or call on 4445 or 0344 8090222

Quite a few reports in the past of problems accessing offers on expired sim cards, so I wouldn't want to take the risk. 

Be better to just get a new free sim card with the current offers...

- Pixel 8 Pro - o2 and Vodafone UK

I lost my sim and been expired every day I call Customer service no one helping me They answer from India or South Africa or two in UK how come they have a service of the country already Replacement sim Card they don’t  activated ?

I get a replacement Sim But they say your number has been expired since 2007 I have this number no one activated please help me

You need to contact o2, on 0344 809 0222 and depending on when it was last used with a chargable call / topped up is whether it can be reactivated.. 

If it hasnt been used since 2007 there is no chance in hell of it been reactivated.

If, however, it has been activated but disabled through lack of use, you may be able to get it re-activated by contacting O2.

Contact customer service again this morning, see if they can help with that – message them on Social Media if you can - on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG) or call free from another O2 PAYG phone, or from a landline 0344 8090222.
