If I top up prior to my tariff restarting can I change it so it restarts?

Call 4445 and ask customer services to start it immediately for you.

They open at 8.00am.

@JohnT02 Hi, there's no easy way to start your monthly PAYG renewal early, you can buy a bolt on or get a second PAYG SIM to use in the future.
