didn't finish question have been billed already for allowance I'm not even using so I'm paying for dates I've not even started o2 with yet !

Billing on Pay Monthly is always a month in advance, standard practice - you have 14 days to pay.

If you bought a PAYG handset (your post is in PAYG section) outright, you should have paid already, no further bill, except for getting your first top-up via voucher or the top-up line 4444. Good luck, hope you like O2.
