Will a new Pay As You Go activate without a top up, i.e. will people be able to call the number? Thanks!

Not a duplicate

One is to activate a PAYG sim. The other is to activate a PAYG sim ABROAD.

If so, then the answer is yes.

A top up is only required to activate allowances, incoming calls and texts will work without topping up.
