Unable to contact 0300 number to speak to HCPC

Hi 

I've been unable to contact the HCPC to obtain a certificate using a 0300 number. When i call 0300 numbers it doesn't make a dial noise and then after a couple seconds of waiting just ends the call. Why can i not use 0300 numbers? I've used this number before and I have unlimited minutes???

Any help would be much appreciated

Sounds like the phone system at there end is playing up, have you tried the alternative number +44 (0)20 7582 5460
