I suspect it isn't a software issue, more hardware with the tuner not working.
I've tried to contact O2 online but they're currently offline so I thought I'd ask here if anyone else has had the same issue, first.

You could try a factory reset if the phone is backed up. Go to Settings> About> Reset your phone.
