My contract letter came through about my device plan. Can I keep paying what I’m paying now. Or do I have to pay that closing balance

If you do nothing, everything will stay the same. However your device plan will be paid for at contract end, it's then yours to do what you want with it.

However, If you have missed payments, or defaulted on your agreement in any way then O2 are ending your contract early, you have to pay what they are asking I'm afraid.
