hello i have just tried to apply for monthly phone contract and they told me that i have to pay £450 upfront then i can get the contract and i still did go through to pay it but it asked me to pay £30 and i paid and it said is not successful and i still got charged £30

It will be pending with your bank as its part of the authorisation process, you will need to wait for your bank to return the funds to your card, this can take between 24hrs and 14 days depending on your bank..
If you need it back sooner, then you will need to speak to your bank, and they might be able to cancel it, a lot of banks wont though..
There is nothing o2 can do to speed up this process
