Why am I paying bill before I want activate my sim card, when I spoke about my new account with virgin media o2, I said my old account does not finish till 07/06/23, therefore no bills until this time.

Call Virgin Media or O2 customer services.
Virgin Media customers can phone 150 from their landline or 0345 454 1111 from any other phone.
O2 customers can call 202 from their O2 phone or 0344 809 0202 from any other phone.

O2 SIM cards are charged from time of sale, there is no way to hold things off until a later date
Sounds like you bought through Virgin, they will tell you what you want to hear and have no power to change O2's terms and conditions
