Because your phone will have connected to a Turkish Mobile Network, as that will have been the strongest signal your phone could connect to.
The only way to avoid this is to manually select the Greek Network.
Unfortunately the charges will stand, as o2 dont know if you are in Greece or Turkey and its your responsibility to check if your are connected to a Greek or Turkish network...

Because Greece borders Turkey and in some places the Turkish signal is stronger. If the phone is left set to Automatic network selection ( most are) it will choose that signal

That applies to all border locations and small countries. I have a friend living in Luxembourg and, when visiting, I have to manually select the local network. Otherwise, I will frequently pick-up French and German networks.
